Resilience Plans Leave Gaps in Crisis Preparedness

Resilience plans often address single failures but can miss linked disruptions, leaving infrastructure, organizations and communities less able to maintain services and recover.

Current resilience planning can leave infrastructure, organizations and communities exposed to disruption. Plans may cover a single failure without addressing several events occurring at the same time.

The gaps affect preparation and recovery. Some plans do not identify the people, suppliers and services needed to keep operations running after an outage, cyberattack, extreme weather event or supply interruption.

Resilience plans also need to define how systems depend on one another, who is responsible during a crisis and which resources are required to restore services after an initial disruption.
