Payments Canada admits new members to national systems
Payments Canada approved new member organizations at its recent board meeting, allowing them to start onboarding for direct access to Lynx and the ACSS, subject to testing and approvals.
Payments Canada approved additions to its membership at its most recent board meeting, formally admitting several organizations to the national payments ecosystem. The approvals update the registry of entities eligible to seek direct access to the corporation’s clearing and settlement systems.
The newly admitted organizations come from the payments and financial services sectors. Their admission allows them to begin onboarding and the technical work needed to connect to Lynx and the Automated Clearing Settlement System (ACSS), subject to operational readiness and any required regulatory approvals.
Approvals were made under Payments Canada’s membership rules, which set eligibility criteria, operational requirements and risk controls. Admitted organizations must complete testing and certification before they can process live transactions. Payments Canada will maintain ongoing oversight once organizations are operational.
Membership confers rights to engage in governance and to pursue direct access to core payment systems. Members must also meet technical standards, manage operational risks and comply with the corporation’s rules.
A Payments Canada spokesperson welcomed the organizations, stating, “We welcome these organizations to our membership and look forward to working with them through the onboarding and testing phases so they can participate in Canada’s payment systems.”
Payments Canada operates Lynx, a high-value payment system, and the ACSS, which together support interbank payments, large-value transfers and retail clearing across Canada. Firms that do not hold membership may still participate indirectly through member institutions. The corporation periodically updates its membership roster as firms seek direct access or changes in participation.
Background documents published by Payments Canada outline membership categories, onboarding requirements and the testing regimen that new entrants must follow before transaction processing begins. The governance framework assigns members voting rights on select matters and responsibilities tied to system resilience and rule compliance.
