MAS and Bank of Thailand sign cybersecurity, fraud MoU

MAS and the Bank of Thailand signed an MoU in Singapore on July 22 to cooperate on cybersecurity and digital fraud protection, covering information sharing, training and joint cross-border exercises.

The Monetary Authority of Singapore and the Bank of Thailand signed a memorandum of understanding in Singapore on July 22, 2026, to cooperate on cybersecurity and digital fraud protection. The agreement formalises and expands existing collaboration between the two regulators across their financial sectors.

The MoU was signed by MAS Managing Director Chia Der Jiun and Bank of Thailand Governor Vitai Ratanakorn during Ratanakorn’s visit for the 31st Executives’ Meeting of East Asia-Pacific central bank governors on July 22-24, 2026. The regulators cited the need to respond to increasingly sophisticated cyber threats and fraud risks in a highly connected financial system.

Under the framework, MAS and the Bank of Thailand will exchange regulatory updates, incident reports and threat intelligence that affect the financial sector. The aim is to enable faster cross-border information flow on emerging risks and incidents that could affect institutions in both jurisdictions.

The MoU also sets out competency-building measures. These include joint staff training programmes, study visits and the exchange of research and policy work to deepen technical cooperation between the agencies.

Operational preparedness is covered by planned joint cross-border cybersecurity and crisis management exercises. The exercises are designed to test response coordination, response procedures and resilience across financial institutions and regulatory bodies, and to improve real-time collaboration during incidents that span multiple jurisdictions.

Chia Der Jiun, MAS managing director, commented that closer collaboration will support efforts to maintain trust and resilience in the financial system. Vitai Ratanakorn, Bank of Thailand governor, noted that cooperation on intelligence exchange and capability building will help both regulators address emerging threats.

Both central banks indicated they will follow up with specific joint activities and exercises to put the agreement into practice.
