DBS CIO Huang sets 1-5-10 targets and RISE principles

Eugene Huang, DBS Bank’s CIO, set RISE principles, a 1-5-10 detect-diagnose-recover target and launched ‘Automate Everything’ to modernize the bank’s technology.

Eugene Huang, chief information officer of DBS Bank, announced a set of operational and design measures in 2026 that he said are intended to make the bank’s technology more predictable and repeatable at scale. The package includes RISE — resiliency, innovation, security and efficiency — a 1-5-10 incident-response target and a group programme called ‘Automate Everything’.

The 1-5-10 metric requires one minute to detect an issue, five minutes to diagnose it and 10 minutes to recover systems. RISE is presented as a set of principles for designing architecture, processes and the operating model to support those response targets. ‘Automate Everything’ is described as an initiative to reduce manual work and increase consistency in routine operations.

Huang placed the measures within a bank-wide operating model transformation that aims to simplify organisational structures, redesign workflows and change how people and artificial intelligence work together. He outlined a deliberate East-West vendor strategy and work to modernise the technology stack to raise resilience and performance across services.

Huang wrote that his leadership approach focuses on giving teams clear direction and shared standards so they can take ownership within defined guardrails. He described leadership as influence that helps people understand why a task matters and builds belief in outcomes. The stated intention is to create repeatable execution so outcomes do not depend on individual effort under pressure.

The initiatives attach equal importance to culture and technical change. According to Huang, systems allow an organisation to scale, while culture determines how consistently systems are used. Automation is presented as a tool to move teams from reactive fixes to structured, design-based work and to reduce reliance on human intervention for routine incidents.

Huang referenced experience working across China, the United States and Singapore as informing his approach. He said moving to the US in the late 1990s required rebuilding credibility in a new environment, that work in China prepared him to manage at scale and that operating in Singapore required combining speed and adaptability with discipline.

Looking ahead, Huang identified the wider use of artificial intelligence as a technical and operational challenge that will require balancing machine capabilities with human judgement and keeping clear control of systems. He framed the CIO role as one that links technology, business and culture, and presented the current programmes as efforts to align technical architecture and operational practice with business needs while improving incident response and consistency as the bank scales.
